East Timor's President and Nobel Peace Laureate, Dr Jose Ramos-Horta, spoke at UNSW as part of the 20th anniversary celebrations of the Diplomacy Training Program which he founded at UNSW in 1989. In this excerpt from his speech he asks the question of where $3 billion of aid to East Timor has gone.
